Measurable IEP goal examples by area
Every example uses the same pattern: timeframe, condition, behavior, criterion. Swap in your student's baseline and growth rate. Don't copy the numbers as-is.

These are starting points, not ready-made goals. Every goal must come from the student's own present levels and be agreed by the IEP team.
Reading fluency
Baseline: 48 wcpm on grade-3 passages (median of 3).
Annual goal: By [date], given an unfamiliar grade-3 passage, the student will read 90 wcpm with 95% accuracy on 3 of 4 consecutive weekly probes.
Q1–Q4: 58 → 69 → 80 → 90 wcpm.
Reading comprehension
Baseline: Identifies the main idea in 1 of 5 grade-level paragraphs.
Annual goal: By [date], after reading a grade-level informational passage, the student will state the main idea and 2 supporting details in 4 of 5 passages across 3 consecutive probes.
Q1–Q4: 2/5 with a graphic organizer → 3/5 with organizer → 3/5 without → 4/5 without.
Math computation
Baseline: 12 correct digits in 2 minutes on mixed grade-4 computation probes.
Annual goal: By [date], the student will score 35 correct digits in 2 minutes on grade-4 math computation probes on 3 of 4 consecutive weekly probes.
Q1–Q4: 18 → 24 → 30 → 35 correct digits.
Math problem solving
Baseline: Solves 1 of 5 two-step word problems.
Annual goal: By [date], given 5 grade-level two-step word problems, the student will show a strategy (drawing, equation or table) and solve 4 of 5 correctly on 3 consecutive weekly probes.
Q1–Q4: 2/5 with a model → 3/5 with a model → 3/5 independently → 4/5 independently.
Written expression
Baseline: 14 correct writing sequences (CWS) in a 3-minute story-starter probe.
Annual goal: By [date], given a story starter, the student will write 35 CWS in 3 minutes on 3 of 4 consecutive biweekly probes.
Q1–Q4: 19 → 25 → 30 → 35 CWS.
Paragraph writing: By [date], given a prompt and 20 minutes, the student will write a paragraph with a topic sentence, 3 supporting details and a conclusion, scoring 3 of 4 on the class paragraph rubric on 3 of 4 assignments.
Behavior: on-task
Baseline: On task in 40% of 1-minute intervals during 20-minute independent work (3 observations).
Annual goal: By [date], during independent work, the student will be on task (eyes on work, materials out, working) in 80% of intervals on 4 of 5 observed days.
Q1–Q4: 50% → 60% → 70% → 80%.
Behavior: coping and self-regulation
Baseline: Uses a calm-down strategy without prompts in 1 of 6 frustrating moments per week.
Annual goal: By [date], when frustrated, the student will use a taught strategy (break card, breathing, asking for help) within 2 minutes without adult prompting in 4 of 5 recorded instances per week for 4 consecutive weeks.
Common mistakes
- "Will improve reading." Improve by how much, measured how, by when?
- "80% accuracy" on an undefined task. Say what the task is and how many trials.
- Using a different measure for the baseline and the goal.
- Targets picked by feel instead of growth rate.

Frequently asked questions
Can I copy these IEP goals directly?
Use them as patterns only. Each goal must be based on the student's own present levels and approved by the IEP team.
What is a correct writing sequence (CWS)?
A CBM writing measure: two adjacent writing units (words and punctuation) that are correct in spelling, grammar and meaning. It's counted on a short timed writing probe.
How do I measure behavior goals?
Define the behavior so it's observable, then use interval recording (was it happening at each interval?), frequency counts or duration, and record it on a set schedule.
